STATEMENT BY SIX POLITICAL FORCES
Regarding the results of the June 7 parliamentary elections and the political situation created in the country
The parliamentary elections held in the Republic of Armenia took place under conditions that fundamentally call into question the free, fair, and competitive nature of the electoral process.
We, the undersigned political forces, state that throughout the entire electoral process, including the pre-election period and election day, systemic and organized violations occurred that had a significant impact on the free expression of voters’ will, the ensuring of equal political competition, and public trust in electoral institutions. The ruling regime committed clear violations of the principles of electoral rights.
In particular:
1. Large-scale use of administrative resources and pressure
Across the country, the intensive involvement of state and municipal officials, as well as the resources of those same institutions, educational and healthcare establishments, and the security apparatus, in political processes undermined equal competitive conditions. The pressure exerted on employees of the state system, along with threats of dismissal and legal persecution, created an atmosphere of dependence, which is incompatible with the constitutional principle of free elections.
2. Political persecution and arrests
The election campaign was accompanied by a wave of political persecution against opposition figures, activists, and supporters. The authorities employed the practice of baseless arrests and detentions with the aim of isolating figures who enjoy public trust and disrupting organizational work with the opposition electorate. These actions, which were systemic in nature, were carried out especially during the election campaign in order to sow an atmosphere of widespread fear.
3. Targeted obstruction of opposition campaign headquarters
On the eve of the vote and on election day itself, June 7, law enforcement bodies carried out widespread paralysis of the work of opposition campaign headquarters. Searches, disruptions of the normal operations of headquarters through baseless legal actions, and the arrests of organizers were aimed at neutralizing mechanisms for monitoring the electoral process.
4. Abuse of information and propaganda resources
Throughout the campaign, public and pro-government, including even state media resources, were used to discredit the opposition, undermine the presumption of innocence, fuel public division, and spread hate speech. The suppression of dissent in the information sphere violated all constitutional norms of equal competition.
5. Vote counting and the selective invalidation of polling station results
In numerous polling stations, cases were recorded of arbitrary alteration of voting results and the use of other unlawful instruments in certain polling stations, which affected the election results and the ratio of votes received by political forces. This was accompanied by direct interference in the election results by the head of the regime before official data on the voting results had been presented.
Therefore, we declare:
The official data presented regarding the elections do not reflect the true will of the people or the accurate results of the elections.
The results recorded under such conditions cannot serve as a basis for forming a legitimate government that enjoys the confidence of the majority of the people.
Full responsibility for any further escalation of the situation in the country lies entirely with Nikol Pashinyan and his regime.
We will continue to act exclusively within the framework of the Constitution, the laws, and democratic principles, defending citizens’ right to freely express their will and the fundamental values of the statehood and democracy of the Republic of Armenia.
In our future decisions and actions, we will proceed exclusively from these realities.
