In late December, as Vice-Chair of the Socialist and Social-Democratic Group of the OSCE PA and a permanent/opposition member of the Armenian delegation to the OSCE PA, I sent letters to the Vice-President of the Parliamentary Assembly, Regional Rapporteur Luis Gracia, and the OSCE PA Rapporteur on Human Rights, Karina Odebrink, presenting the picture of democracy and repression in Armenia.

I have attached two reports and a statement on the state of democracy and the recent political repression in Armenia.

1. The ACPR (Armenian Center for Political Rights) report, which provides a detailed analysis of four main episodes of political persecution that occurred between May and September 2025:

1. The campaign against businessman and philanthropist Samvel Karapetyan and his arrest.
2. The arrests of members of the “Holy Struggle” movement.
3. The arrest of Archbishop Michael Ajapahyan.
4. The arrests of ARF members.

The report also notes the large-scale campaign launched by Prime Minister Nikol Pashinyan against the Armenian Apostolic Church (AAC), as well as politicians, bloggers, and human rights defenders.

2. “Armenia: Democracy Monitoring” is a joint report by CivilNet and the “Center for Regional Democracy and Security,” which covers a wide range of violations committed by the authorities.

3. Statement by NGOs and civil society representatives regarding repression in Armenia.
